POLITICAL OPERATIVES OF THE MUNICIPAL PRESIDENT OF JUCHITAN SAUL VICENTE VAZQUEZ AND OF THE EX–PRESIDENT MARIANO SANTANA, ISSUED DEATH TREATS AGAINST EDUARDO TOLEDO OROZCO, MEMBER OF THE COMMUNITY COUNCIL OF ALVARO OBREGON, JUCHITAN, OAXACA.
The General Assembly of Álvaro Obregón decided to place barricades to control the entry of outside persons, and that is how last Saturday January 18, the community police intercepted a pickup truck with three persons onboard, who identified themselves as Ernesto Sánchez Jiménez, Humberto Montaño Sánchez and Teresa Terán Vega. They were going to a meeting to designate as authorities of Álvaro Obregón members of the PT-PRD parties, following the instructions of the municipal president Saúl Vicente Vázquez, who had been an Expert member of the Permanent Forum of the United Nations on Indigenous Issues during the period 2011-2013, when it dealt with topics related to Rights of Indigenous Peoples.
Given these facts, the compañeros of the community Council and the Council of elders informed them of the accords reached in the General Assembly on December 8: first, the community of Álvaro Obregón already has a community council, elected by the majority of citizens of the community on that date; second, it was agreed not to permit the entry of political parties, which have only taken advantage and divided the community; third, not to recognize any authority named by the municipal president and the political parties.
In retaliation for this event, on Monday January 20, 2014, when compañero Eduardo Toledo Orozco (who is part of the community council in charge of fishery matters) was heading from the central park of Juchitán toward the north of the city on 16 de Septiembre Street, he realized he was being followed by two men and a woman, who caught up with him at the corner of Aldama and 16 de Septiembre. There those persons, whom he recognized definitely as Ernesto Sánchez Jiménez, Humberto Montaño Sánchez and Teresa Terán Vega, the latter being a City Councilor for Economics of the Municipal Council of Juchitán, detained him and threatened to kill him, telling him furthermore that he should go to the market and pick up his wife, who was there selling fish, because if he did not do so they would, because they were the ones in charge in Juchitán.
On January 21 around noon when compañero Eduardo Toledo presented his complaint in the agency of the Public Ministry of Juchitán, these same persons accompanied by around 15 others once again threatened Eduardo and the other members of the council who were there with death, also telling them that they would not let them leave and that they were the ones in charge in Juchitán. The compañeros had to leave under state police escort to avoid being harmed or generating a confrontation.
The defense of our territory, our vital space, which we initiated in November 2012 as peasants, fishers, youth, and Zapotec indigenous women, when the Consortium Mareña Renovables attempted to dispossess us of the upper lagoon to install a wind energy park, all in complicity with the various levels of government and leaders of the political parties PRI,PRD,PT,PAN and the COCEI, was transformed into the conviction that only we as an organized people and in collectivity can protect ourselves and decide our destiny.
The first decision was to form our community police, then in a General Assembly of the community we decided to name our Council of Elders (men and women) and came to the agreement to recover our General Assembly of Citizens as the highest internal authority of our Indigenous community. This is how we came to December 8 when we elected our community council, who assumed office in a ceremony presided over by the council of elders on January 1, 2014.
Likewise on January 14 we requested of the General Secretary of the Government of Oaxaca (SEGEGO) the accreditation of the offices mandated by our highest authority, the General Assembly.
1. AN EXHAUSTIVE INVESTIGATION OF THE AGGRESSION SUFFERED BY COMPAÑERO Eduardo Toledo Orozco and punishment of the guilty.
2. That the Municipal Council of Juchitán headed by Saúl Vicente Vázquez respect the decision of the indigenous people of Álvaro Obregón to exercise their self-determination enshrined in national law and international treaties.
3. That the General Secretary of Government inscribe the accreditations corresponding to the community council of Álvaro Obregón.
